I'm not sure where it would be available now. You can check the forums at http://www.the-strategist.net/RD/news.php. I do know there have been some copies available from time to time on Ebay. I have been looking for a second copy myself since my attempts to burn a backup copy for myself have failed.

Matrix Games has bought the right to Talonsoft's old lines of games and one of the first announced releases is supposed to be a new version of "The Operational Art of War." From what I've heard the original designer is coming back to handle the update. You might want to wait for that.
